  1. Puree the mackerel fish meat using a food chopper.
  2. Mix the mashed fish meat with water, salt and mashed garlic.
  3. Add sago flour, stir and knead the dough until evenly mixed.
  4. Take enough dough, coat the dough with sago flour so it doesn't stick, shape it into a flat round shape. Do this until the dough runs out.
  5. Bake the mixture until both sides are browned and cooked through.
  6. Filling: Roast ebi until dry, then puree. Mix with ground cayenne pepper and sweet soy sauce, stir well.
  7. Split the pempek into 2 parts, don't break them. Fill with filling ingredients. Do this until the dough runs out.
  8. Cuko: Mix all the cuko ingredients together, cook until it boils and the sugar dissolves.
  9. Serve grilled pempek with cuko.
