Kit Kat Cake

• 1 cup all purpose flour
• 1 cup granulated white sugar
• 3/4 teaspoon salt
• 1 1/3 cups water
• 2 tablespoons vegetable or canola oil
• 1 teaspoon vanilla extract
• 1 cup sour cream
• 4 large eggs
• 1/2 cup (1 stick) salted butter
• 3 ounces cream cheese, (at room temperature)
• 16 ounces powdered sugar, (sifted)
• 1/4 cup milk
• 1 teaspoon vanilla extract
• 1 cup dark chocolate chips ((or chopped dark chocolate))
• 36 Kit Kat candy bar sticks ((13.5 ounces of Kit Kats))
• One 12-ounce bag M&M's
• Ribbon, (optional)
