  • 2 tablespoons white vinegar
  • 1 tablespoon Dijon mustard
  • 1 teaspoon celery salt
  • 1/4 teaspoon kosher salt (plus additional to taste and for cooking the potatoes)
  • 1/4 teaspoon ground black pepper
  • 3 g reen onions (divided)
  • 2 stalks celery (finely diced)
  • 2 tablespoons capers (rinsed and drained)
