  • 1/2 cup of the remaining seasoned flour mixture
  • 1 cup milk
  • 1 cup water (to add to onions)
  • 1 and 3/4 cup water (to add to rice in casserole dish)
  • 1 and 3/4 cup white long grain rice (rinsed until the water runs clear)
  • parsley (chopped, to garnish)
